救急外来で診察し、保険の適用について

先日腕を痛め救急外来で診察を受けました。レントゲンと骨折の疑いがあったので腕を固定しました。
その際預かり金5000円を預け翌日電話をしてもらうとちゃんとした金額が分かると言われ電話した所、保険適用されないと61000円、保険適用で9000円と言われました。
保険適用する場合は市役所に行きケガの事情を話した上で適用されるかされないか決まるらしいです。
市役所の方には病院で診察した際のカルテ等情報は伝わるのでし…
