父はフリーで左官業をしており、建設国保に加入をしていました。

父はフリーで左官業をしており、建設国保に加入をしていました。
６月に直腸癌を申告をされ、当面働ける見込みが無いし収入も大幅に減ったので建設国保を辞め市町村の国民保険に加入し減免手続きをしました。
最近になって傷病手当の存在を知ったのですが、この様な場合は申請する事は不可能なのでしょうか？ちなみに加入期間は４０年近くしていたと思います。
